Lower Portland is a peaceful rural hamlet about 80 km north-west of the Sydney CBD, nestled at the junction of the Colo and Hawkesbury rivers where the suburb spans two LGAs — The Hills Shire east of the river and the City of Hawkesbury west of it. At the 2021 census it had 711 residents across a low-density farming and acreage landscape. The riverfront below the Colo junction was settled from 1799, when convicts cleared timber and built a stockyard at 'Portland Place'; the name, used from 1805, honours William Cavendish-Bentinck, 3rd Duke of Portland, and the hamlet sits downstream of Portland Head. Dharug people were the original custodians of the area. Today it is marketed as a scenic, quiet river village — 'a water skier's delight' — around the free Lower Portland vehicular ferry crossing.

Transport
Lower Portland has no railway station — the nearest is Windsor, about 31 km away. Road access is along River Road and Sackville Road, with the River Road riverbank drive itself a popular scenic route. The Lower Portland Ferry — a free vehicular cable ferry crossing the Hawkesbury just above its junction with the Colo River — operates 24 hours, 7 days a week (closed the first Wednesday of each month 9:00–11:00am for maintenance) and is one of only four vehicular ferries over the Hawkesbury; it was historically the only one not provided by Transport for NSW, though The Hills Shire records that TfNSW took over its operation and maintenance from September 2024. Buses are limited: Busways routes 668 and 5611 connect Lower Portland to Windsor roughly five times a week with a change near Sackville, taking about 1h20m–1h40m.

There are no schools within Lower Portland itself. The immediately adjacent suburb of Maroota, across the river to the east, holds Maroota Public School, a NSW government primary school at 4540 Old Northern Road serving the river district (australianschoolfinder; NSW Department of Education). Secondary students travel to the Windsor area, served by dedicated Busways school services that run from the Sackville/Maroota/Wisemans Ferry district (Busways Windsor High School timetable).
